ACC Empanels Deepa Kotnis (IRAS 1999) as Joint Secretary at Centre

The Appointments Committee of the Cabinet (ACC), on 21 April 2026, has cleared the empanelment of Deepa Kotnis, a senior officer of the Indian Railway Accounts Service (1999 Batch), for holding the post of Joint Secretary or equivalent at the Centre, as per Government of India Information Note F No 17/2/2026-EO(SM-III).

Kotnis is presently serving as Executive Director (Finance) at the Indian Railway Finance Corporation, where she has been instrumental in strengthening financial strategy and advancing infrastructure financing initiatives. With over 26 years of distinguished service, her career reflects excellence across diverse sectors, marked by strong leadership and consistently successful delivery in every assignment.

Railways Leadership: Steered critical financial functions as FA&CAO (Construction) at South Western Railway and as Principal Financial Adviser at Rail Wheel Factory.

Urban Transit Expertise: Played a key role in metro infrastructure financing as Executive Director (Finance) at Bangalore Metro Rail Corporation Ltd (BMRCL).
